WebThe Hill-Burton program was enacted with the Hospital Survey and Construction Act of 1946. At the time of its inception, the program was a response to the shortage of health facilities for war production workers, as well as the perceived scarcity of health resources in parts of the country, particularly in the South (Stevens, 1999). WebIt was partially through his help and that of Dr. Helen Knudsen of the Board of Health, and an Albert Lea native, that a request of $168,500 from the Hill-Burton Fund was made possible. This grant became a reality when 28 Lutheran congregations formed a corporation and pledged to match the Hill-Burton grant.
