Its the same method as when you mix a large batch of epoxy; mix, dye, gas out, apply, set. The other way, and depends on the viscosity of your goo, is to use a sonic bath to vibrate all the air out. Now , another thing I do is to take a drop of medium set C/A on my fingertip and spread it carefully over the finished surface .Then I prime everything and go from there .
